Attorney Chien was born in Taipei, and was formally educated in the U.S. and U.K. He received his bachelor's degree (A.B.) in Political Science from the University of California at Berkeley, his Juris Doctor (J.D.) from WSU College of Law, and read at University College London for the LL.M. (Lond)* in International Business Law. He holds the distinction of being admitted in three countries in three different continents (U.S., U.K. and Taiwan) and is fluent in English, Taiwanese, Mandarin, and proficient in French. He is extremely familiar with the major cultural differences in various continents specifically Asia, North America, and Europe.

Attorney Chien began his legal career working with international trade issues which included import, export, taxation, harmonization tariffs and various U.S. Customs regulations.
Early in his career, he was commissioned to obtain one of the very first gambling licenses on the internet from the island of Malta. This project brought him to various European countries and sparked his penchant for international work and travel.
Since then, he has acted as lead litigation counsel representing Multinational Enterprises of various nationalities, and has opposed the same, throughout various venues across the globe. His represented industries include High Tech, Manufacturing, Fashion, Entertainment, Creative and Productions of Media.
More recently, he has come to specialize in counseling Multinational Enterprises in their quest to expand and grow into other countries and municipalities. This work includes all phases of the creation, acquisition and or merger of an existing enterprise with other entities.
